Internal Call for Proposals and Training Program for the 2027 Global Youth Action Plan, Youth Development Administration, Ministry of Education

To enhance your international mobility and deepen your global experience, the Center for General Education is integrating independent study courses to promote the Youth Development Administration, Ministry of Education's Global Youth Action Plan. This training program offers a comprehensive support system from early-stage capacity building to later-stage mentoring, guiding you through proposal writing, issue research, and global connections.

Project Objectives Propose action plans targeting the Sustainable Development Goals (SDGs), establish global connections through online interviews, and plan local actions using digital technology or online activities. Starting locally, you will identify needs, understand global development trends, and discover innovative approaches. During the action phase, you will conduct online consultation interviews with international organizations to turn your ideas into concrete actions.

Eligibility

Teams must consist of 3 to 6 members. Team members must be local students with Republic of China nationality. Cross-college and cross-department teams are welcome.

At least 1/3 of the team members (rounded up; e.g., a team of 5 requires 2 members) must possess an intermediate level or above in the General English Proficiency Test (GEPT), or an equivalent language proficiency certification for the destination country (Link).

Members must participate in the 2027 Global Youth Action Plan Training Camp, or hold one of the following certifications: completion certificate from the Council of Indigenous Peoples' Indigenous Peoples International Affairs Talent Training Program, Hakka Affairs Council's Hakka Youth International Affairs Delegation, or Ministry of Foreign Affairs' International Youth Ambassador Exchange Program; or a recommendation letter for participating in a university USR project, or having taken courses related to international affairs, social innovation, or design thinking.

Students from disadvantaged families without the aforementioned English proficiency certification may submit their school English course transcripts from the most recent year as a substitute.

Training Program Application and Content

From now until Nov. 19, you must attend at least one information session announced by the Center for General Education and complete the training program application (please contact Assistant YiYing Lin at the Center for General Education directly).

Information Session and Alumni Sharing Date: Thursday, Nov. 5, 2026 Time: 12:10–1:00 p.m.

Project Application Information Session Date: Monday, Nov. 9, 2026 Time: 12:10–1:00 p.m.

Venue for both events: General Education Salon, 10th Floor, Ren Yan Building

The program is conducted in phases:

Phase 1 Sustainable Practice (I): Local Care and Global Connection Schedule: Nov. 22, 2026 to mid-March 2027 Content: Complete and submit the Ministry of Education's Global Youth Action Plan 1.0 Action Plan proposal. Participants can earn 2 credits for the General Education independent study course in the Spring semester of the 2026-27 academic year.

Phase 2 Sustainable Practice (II): Local Care and Global Connection Schedule: mid-April 2027 to Oct. 2027 Content: Complete the Ministry of Education's Global Youth Action Plan 2.0 Global Connection final report and on-campus sharing. Participants can earn 2 credits for the General Education independent study course in the Fall semester of the 2027-28 academic year.

Team Formation: You may form a team on your own prior to participating, or form a team during the classes.
